This article examines the changing nature of the relationships between
voluntary groups and local authorities. It argues that the advent of
the 'contract culture' has had a direct impact upon relationships. The
re is now a much greater preparedness of local authorities to work wit
h, and channel funds to, a wide variety of external agencies including
voluntary bodies. Equally important has been an increasing differenti
ation in the way local authorities define their own role and purpose,
resulting in a greater variety of orientations to local groups. These
developments provide both opportunities and dangers for voluntary orga
nisations.
