Low-angle inelastic neutron scattering is an extremely useful tool in
the study of liquid matter. Recently it has been put into practice for
the study of dense gases, and valuable information on the limits of h
ydrodynamic approach has been gained. The extension of such work to a
wider range of systems, liquids or soft glasses requires thermal neutr
on energy and a specially designed instrument. Such an instrument, its
practical design and its performance are presented.
