The differential cross section for the production of two gluons with a
fixed invariant mass in high-energy parton collisions is expressed in
terms of the corresponding cross section for Reggeon-Reggeon interact
ion. The two-gluon contribution to the kernel of the Balitsky-Fadin-Ku
raev-Lipatov equation is obtained by integrating this cross section wi
th respect to the moments of the product particles. A dimensional regu
larization is used to eliminate infrared divergences.
