HOW TO DETERMINE THE NECESSITY FOR USING UNDERGROUND SPACE - AN INTEGRAL ASSESSMENT METHOD FOR STRATEGIC DECISION-MAKING

The paper describes an integral assessment method for stategic decisio n-making that was designed for use in the ''Strategic Study Use of the Underground Space.'' The method was designed (1) to determine the fun ctions which would lend themselves best to being constructed undergrou nd; (2) to determine the areas with a high potential for the use of un derground space; and (3) to identify, which developments would encoura ge or frustrate the use of underground space.
