A relation is established between the properties of turbulent flow, th
e force f(0) setting the fluid in motion, and the spatial r(0) and tem
poral tau(0) turbulence scales. It is established that the Loitsyanski
i integral diverges for such turbulence. It is shown that the spectral
properties of turbulence depend on the quantity gamma=f(0)tau(0)(2)/r
(0). The spectrum of turbulent pulsations consists of several universa
l segments, whose appearance and arrangement depend on gamma. It is sh
own that the parameter Gamma = gamma(4/3) Re determines the specific d
issipation power. The cases of large and small parameters gamma and Ga
mma are studied in detail. The physical mechanism leading to ''switchi
ng off'' of dissipation in the limit Gamma much greater than 1 is dete
