A conceptual design of an integral plant for Pu disposition and for tr
ansmutation of the most hazardous long-lived nuclear waste is develope
d on the basis of the mature technologies of heavy-water nuclear react
ors. Other technologies under study include recent options provided by
the evolution of linear accelerators and chemical reprocessing. Safet
y, effectiveness and technical feasibility are analysed for the techno
logies and designs at issue. Cost estimates are made for the entire ac
celerator-driven transmutation plant. These estimates are based on sys
tem design descriptions, engineering blueprints, technological flow sh
eets, and detailed equipment lists. The estimates are checked as much
as possible against actual data to assure compatibility with current e
ngineering and technological practices and cost experiences. (C) 1998
