The pulp and paper industry wants to increase time between overhauls o
f steam turbines to reduce direct overhauling and inspection costs. Ma
chinery engineers sometimes express the basis for justifying additiona
l overhaul and inspection work as a ''risk of failure.'' The aim of th
e Steam Turbine Risk Assessment Project (STRAP) was to develop a metho
dology and model to address optimization of overhauls by identifying a
nd quantifying the ''risk of failure'' associated with maintenance, op
eration, and engineering practices applied to steam turbines. This pap
er details model development, demonstrates model application to evalua
te a turbine, and displays the results achieved through testing of the
analysis.
