We prove that a solution of the Navier-Stokes equations with adherence
at bottom and traction by wind at surface goes to a 3D limit when the
depth goes to 0 once conveniently normalized. The limit satisfies a 3
D in space vertical diffusion model which according to the characteris
tic time, is quasi-stationary or non-stationary. Its calculus reduces
to the resolution of a 2D in space problem governing the potential ove
r the surface, module a semi-discretization in time in the non-station
