A comprehensive review is made of all phases of the project cycle unde
rtaken by the ASEAN-Canada Cooperative Programme on Marine Science - P
hase It (CPMS-II), encompassing project identification, planning, form
ulation and appraisal, organization, project implementation, monitorin
g and evaluation. Besides documenting the significant achievements mad
e during the various phases of the project cycle, the review also prov
ides detailed analyses of the main factors for success of the CPMS-II,
which is regarded as one of the major collaborative programmes carrie
d out in ASEAN countries with the goal of supporting the regional effo
rt of ASEAN countries to cooperatively optimize marine resource-based
benefits in a manner that ensures the integrity of the resource base a
nd promotes human health protection. Several recommendations are given
pertaining to commitment and quality of technical assistance, effecti
ve role of organization components, project management, and the need a
s well as the specific areas for continued cooperation in the field of
marine science and environmental management particularly in ASEAN.
