We study a preconditioner for the h-version of the boundary element me
thod for hypersingular integral equations in three dimensions. Our pre
conditioner is based on iterative substructuring which forms an import
ant part of the domain decomposition technique. We prove a bound for t
he improved condition numbers which behaves polylogarithmically in H/h
. Here H is the size of the subdomains and h is the size of the elemen
ts used to construct the boundary element spaces. Numerical results wh
ich support our theory are reported.
