Abstract
A new parameter called the effective statistical G/T (ESGuT) is introd uced. This parameter describes the downlink performance of a non-GEO s atellite personal communication network (SPCN) taking into account the performance of the antenna on the mobile, the average effect of the e nvironment, the handling of the handsets by the user and the satellite orbit statistics.
