Complete population transfer between nonresonant tunneling states in a doub
le-well system is predicted to occur when a train of bright or dark laser p
ulses drives transitions to an excited state in the system. The transition
induces the phase shift of the wave packet involved in the transition and a
lters successive evolutions of the wave packets of the nonresonant states a
s a result of quantum interference, resulting in complete tunneling. [S1050
