We extract diffractive parton densities from data on diffractive deep inela
stic scattering (DIS) and on diffractive photoproduction of jets. We explor
e the results of several Ansatze for the functional form of the parton dens
ities. Then we use the fitted parton densities to predict the diffractive p
roduction of jets and of W's and Z's in p (p) over bar collisions at the Fe
rmilab Tevatron. To fit the photoproduction data requires a large gluon den
sity in the Pomeron. The predictions for the Tevatron cross sections are su
bstantially higher than data; this signals a breakdown of hard-scattering f
actorization in diffractive hadron-hadron collisions. [S0556-2821(99)00309-
