Abstract
This paper proposes an analytical framework for technology development , based upon evolutionary approaches and drawing upon Asian developmen t strategies. The analysis rests on the concept of ''market stimulatin g technology policies'', comprising a broad array of policies to promo te industrial and technological development, some market and others go vernment determined. These policies may be functional, horizontal or v ertical, and can be analyzed at three levels: national, strategic and specific. The paper suggests that strategic choices are involved at al l stages that cannot be resolved entirely by recourse to free markets. (C) 1998 Elsevier Science Ltd. All rights reserved.
