Abstract
The quantum state of the electromagnetic field propagating in a nonsta tionary dielectric can acquire a phase shift that arises from modifica tions in the quantum fluctuations of the field. The shift could be obs erved, even for quite weak modifications, as a fringe displacement in an interference experiment. [S1050-2947(98)00408-9].
