The paper,which was presented for the first time at the National Meeting DAE of the last June in Catania,analyses the implementation of the E-commerce Directive(00/31/EC)in the Public Administration.After an exhaustive description of the Dlgs n.70/2003,it takes into consideration the applicability of the Decreto n.70 to the online economic activity of the P.A.in Italy,by concluding that nowadays the P.A.,thanks to the process of administrative decentralisation promoted by the Information and Communication Technologies,carries on online economic activity(in a broad sense),thus achieving a new fundamental role in the economic development of the territory.In particular,the phenomenon of the administrative decentralisation and both the transparency and efficiency of the new administrative action-which are possible thanks to the use of new technologies tools in the Public sector-must be analysed in its complexity and must be studied from a multi-disciplinary standpoint only.
