In this article ,we argue that the e-government discretional decisionmaking,facing with the reasonable and proportional comparison of competing private and public interests,could be supported by Artificial Intelligence tools.We also suggest that the dynamics of weighing competing interests are anchored in the system of balancing constitutional principles.Thus,drawing on Robert Alexy's constitutional "weight formula",we propose a new formal model that is applicable to discretionary administrative decisions.The new digital Italian administrative proceeding could be the place where our model can be fully applied.
