We report the results of an inelastic neutron scattering study of the
lattice vibration spectra in the normal and incommensurate phases of (
ClC6D4)(2)SO2. Because of unusually low soft mode damping, a finite va
lue of the phason frequency at the satellite position is observed for
the first time. The soft mode frequency saturation in the normal phase
and this phason gap are consistent with the dynamical nature of the o
