This article examines the performance of community leaders in creating
a participatory planning process. Although ethically committed to gra
ssroots participation, they encounter obstacles: social conditions tha
t bias the possibilities for civic activity, ambiguities about how to
define community membership, and ambivalences about whether and how to
resolve the ambiguities. The case analysis shows how ethical predicam
ents in planning reflect the social and psychological influences that
normally shape everyday behavior.
