In this paper an experimental investigation of the survival rates of n
egative fluorine ions scattered against an Ag(110) surface is presente
d. A theoretical analysis shows that the charge transfer dynamics can
be attributed to resonant tunneling. We show that the results can be w
ell described using a time-dependent Anderson model. We discuss the ro
le of many-electron interactions and show that they must be included f
