Analyzing three institutions' implementation of a state policy on reme
dial instruction, this study demonstrates how institutional actors asc
ribed sense to the goals, assumptions, and expectations of the policy
and reconciled them with cultural aspects of their organizations. The
policy served as a symbol of the goals and roles of the institutions.
Thus, even given relatively easy policy application, implementation to
ok on unique dimensions at each institution.
