The available data on micro-plasma electrochemical processes of the fo
rmation of protective coatings on electrically conductive materials (v
alve metals, alloys, and graphite) are analyzed and generalized. A phe
nomenological concept describing the steps involved in the process and
the relationship of their kinetic parameters, including the dynamics
of the total effective resistance of the electrolyte-coating-metal cir
cuit, with local and global changes in the state of the highly polariz
ed system, is used. Certain data on the mass transfer are considered i
n detail.
