We test a new parametrization of a suitably truncated classically perf
ect action for SU(2) pure gauge theory with respect to self-consistenc
y and locate the deconfinement transition on a 12(3) x 4 lattice. Usin
g the technique of smoothing (blocking followed by inverse blocking) w
e demonstrate clustering of action and topological charge density. Con
centrating on the Abelian monopoles found in smoothed configurations a
fter Abelian projection from the maximally Abelian gauge, we present e
vidence for their role as carriers of non-Abelian action and topologic
