A study of the morphology of the diurnal effect during the Forbush Decreases in the period 15 October 1965 - 30 June 1966 is presented in following article. The results obtained with a new method of analysis of the equatorial anisotropy agree with those of other authors. The diffusion process of the Cosmic Rays led us to the explanation of the changes observed in the phase of maximum, TM, through a phenomenological model of Forbush Decrease. This model takes into consideration, besides a Cosmic Ray input from the advancing shock front, a solar input due to the high density of scattering centers in the vicinity of the sun.
