Abstract
Emission of a charge moving uniformly parallel to a plane surface of a nonstationary medium is considered. The distribution of the energy of emitted radiation in frequencies and directions is obtained for an ar bitrary time dependence of parameters of a medium. The properties of s uch an emission for slowly varying media are discussed, and the optima l conditions for the observation of this emission are determined.
