Generating exports is a primary policy concern of most governments. Ma
ny dollars are devoted to export promotion programs designed to increa
se the propensity Of small companies to export. This study uses a regr
ession-based methodology to develop a preliminary screening device whi
ch is intended to assist government agencies in allocating their scarc
e time and financial resources for assistance and support services. Th
e model developed is based on data collected from small and medium-siz
ed Norwegian exporters. The model uses profitability as a dependent va
riable.
