The MEMbrain toolkit provides methodological and computer-based suppor
t for personnel responsible for the management of emergencies. It link
s geographical information system (GIS) technology to environmental mo
nitoring, emergency preparedness planning, accident simulation, and cr
isis time communication. Tools were developed for municipal fire and r
escue operations in the Finnish sub-project of MEMbrain. The users wer
e given easy access to basic registers of population, building, teneme
nt and property information, and state-of-the-art tools for risk asses
sment were integrated into the GIS framework. Chemical accidents can o
ccur in varying conditions and evolve in numerous ways. The quantitati
ve models incorporated into the RISKWIT consequence modelling software
package cover the variations well, and make the reliable quantitative
