Abstract
The Public Library Development Program represents a form of organizati onal culture that may conflict in many significant ways with more trad itional public library organizational cultures. These diverse cultures manifest very different professional ideologies, strategies, and epis temologies. This essay explores the nature of the conflicts that may a rise when these diverse cultures confront one another.
