The paper outlines a concept of integrated urban management and demons
trates with an example the importance of applying scientific principle
s in urban management including planning control to achieve efficiency
and equity in urban development. It is argued that the principle of p
roductivity, which is the essence of management, is equally applicable
in urban management at various levels, to achieve the goals in the ur
ban sector and of the urban organizations, ensuring efficient use of r
esources which are scarce quantities. Some techniques of urban managem
ent to improve productivity are discussed and two optimizing urban dev
elopment models are presented which can be used as tools to improve pr
oductivity at the urban development project level. Application of the
