This is primarily a conceptual paper on the value-adding potential of
higher order technological learning processes in virtual, intelligent,
networked enterprises (VINEs). The role of learning in effectively le
veraging information technology in Web-enabled enterprises is examined
, especially in the case of intelligent agents, intranets, and extrane
ts that constitute organic components of intra - and inter-organizatio
nal knowledge management networks. The strategic role of technological
learning in successful project and program management is examined and
presented. Moreover, the role of information technology as an enablin
g agent for the processes of individual, group, intra- and inter-organ
izational higher order technological learning is outlined. Finally, th
e competitive advantage in the quality, timeliness, and accuracy of in
formation and knowledge created and disseminated by virture of extrane
ts, intranets, and intelligent agents is studied and lessons learned f
