A Framework for the Comparative Analysis of Personnel Administration

There is a relative absence of international comparative research and theory on personnel policies and practices. A conceptual framework to facilitate cross-cultural analyses is presented noting the effects of cultural characteristics on the validity, priority ranking, feasibility and organization of the standard personnel functions. Illustrations of the framework draw on existing literature.
