The Handicapped in the Workforce

We review the literature on training, placement, and employment outcomes for the handicapped, and raise questions concerning the methodological soundness of previous research and the effects of governmental and industry programs designed to aid the handicapped. Governmental policies that financially penalize the working handicapped can act as disincentives to employment.
