Abstract
This study provides an integrated explanatory analysis of ominous covert tr ansnational flows and their implications for international security. After delineating their scope and discussing their general causes and consequence s, brief overviews of the four most important types of these transactions-c landestine conventional arms, illegal human migration, illicit psychoactive drugs, and unsanctioned hazardous waste-serve to illuminate the specific r ecent patterns of this activity. The article concludes with a probing explo ration of how these flows highlight hypocrisy in national policy and dysfun ction in global rules of the game, challenging the security of the existing world order.
