This paper sets down the raison d'etre of the Teesside Development Cor poration and develops the strategy of the River Tees Barrage, one of t he eleven flagship projects undertaken by the Corporation, The numerou s studies that were carried out in order to establish the impact of th e barrage on the environs of Teesside are described and the informatio n required to be placed before Parliament is highlighted, The parliame ntary procedures which enabled the River Tees Barrage and Crossing Act 1990 to be placed on the statute book are set down. Finally, the meth od of procurement of the engineering work is described.
