This work presents a novel formulation of the scaling function of the intri
nsic time scale. The new formulated scaling function and the rate-sensitivi
ty function are used in the endochronic theory to simulate the rate-depende
nt elasto-plastic behaviors of materials. Several cases of rate-dependent e
lasto-plastic material responses are discussed separately. Experimental dat
a found in literature of 304 stainless steels and Ti7Al2Cb1Ta titanium allo
y for rate-dependent elasto-plastic responses are used for comparison. It i
s shown that the theory adequately simulates the experimental results. (C)
