In the initial phase of restoration, operators are often concerned with the
size of load which can safely be picked-up, and the effectiveness of the g
eneration reserve. There has been a need for a methodology to readily addre
ss these concerns by providing simple guidelines to facilitate an orderly p
ower system restoration.
In this paper, a simple approach is developed based on an approximate frequ
ency response rate of prime movers for determining: (a) the maximum load pi
ckup within the allowable system frequency dip, and (b) the amount and dist
ribution of reserve for maintaining firm generation.
