Abstract
The restructuring of Mexican economy and the reorganisation of the state ha ve changed the government's relation to the people, redefining the responsi bilities for creating opportunities and resolving social problems. This art icle reviews the impact of structural changes on the well-being of the prin cipal social groups and the government's response to the profound problems of neoliberalism.
