In the present work a variational approach is used to derive a theory of el
astic dielectrics with polarization gradient, quadrupole polarization and p
olarization inertia. The results (field equations, jump conditions and cons
titutive relations) are favorably compared with those of the approach follo
wed in part I of this work. Finally, the relation of the present theory wit
