It is tore that after the enactment of the civil rights laws and before the
onset of affirmative action, black college enrollments increased significa
ntly But the post-affirmative action gains were explosive. The case for aff
irmative action as the prime reason for the huge increase in college enroll
ments by black students is further confirmed by the fact that in almost eve
ry case the repeal of affirmative action has resulted in sharply curtailed
black enrollments.
