While striving to become the new economic power house of China and the East
Asian region, Shanghai is undergoing a profound restructuring of its infra
structure and, more importantly, its physical form and appearance. Urban re
vival will in part rely on the successful redevelopment of the old central
city where dilapidated housing and fragmented industrial use are no longer
tolerable. Shanghai's revival also is dependent on the effective developmen
t of the Pudong New Area and several other new urban districts, which will
facilitate the growth of industrial activities and the expansion of the ter
