The recent fast pace of technological change, macroeconomic shocks and stru
ctural changes in the world economy have accelerated the displacement of wo
rkers. The authors here review the range of responses taken in selected ind
ustrialized countries seeking to deal with substantial worker displacement,
whether in order to reduce lay-offs and dismissals or to facilitate worker
adjustment to new employment opportunities. The purpose is to convey a sen
se of good practice in the management of pressures for retrenchment. The re
view is preceded by: an outline of relevant ILO standards and their impleme
ntation in national legislation.
