A new approach to the solution of the problem of the modal control is consi
dered. This approach consists in the creation of a discrete process of defo
rmation of the spectrum of a closed-loop system. The problem of the locatio
n of the spectrum of the closed-loop system in the desired domain or the mi
nimization of the distance from this domain of those part of poles that pri
ncipally cannot be placed in this domain is solved under this procedure. Th
e nonlinear equations describing the evolution of the poles of the closed-l
oop system are obtained. Moreover, algorithmically verifiable at every step
of the modal control, local conditions of spectral controllability by ever
y subset of the poles of the closed-loop system are obtained.
