Abstract
Complex dielectric susceptibility of a dilute solution of polar molecules o f the asymmetric top type is calculated within the generalized J-diffusion model with regard for finite duration of collisions between molecules. The theoretical model is applied to describe far infra-red absorption spectra o f dilute H2O and D2O solutions in non-polar solvents.
