Abstract
Although lead stabilizers are less soluble and form less soluble reaction p roducts than other types, because of the nature of the U.S. EPA Toxic Chara cteristic Leaching Procedure extraction, it is often difficult to certify l ead-stabilized scrap as nonhazardous waste. It has been found that lead sta bilizers can be blended with additives that lead to reaction products that appear to be extremely insoluble complex phosphates. The results are lead-s tabilized compositions with significantly reduced lead extractability.
