A photon-electron dynamics laboratory is being proposed at National Tsinghu
a University, Taiwan. The mission of the proposed laboratory is to conduct
advanced research on free-electron laser, inverse free-electron laser, and
laser-driven particle acceleration. We discuss in this paper the design stu
dy of the Stanford high efficiency FEL and the reconfigured Stanford/TRW wi
ggler in the proposed laboratory. The Stanford high efficiency FEL is to de
monstrate a 19% beam-to-laser efficiency. The reconfigured, 1-m Stanford/TR
W wiggler may serve as an inverse FEL that provides 1.5-mu m bunched electr
ons for various kinds of laser-driven acceleration experiments. (C) 1999 El
