Part I of this series introduced the diophantinized fractional model a
nd the decompositional formulation. The various important properties o
f fractional continuum formulation and its decomposed version were dev
eloped. In Part II the dynamic properties of the diophantine represent
ation are investigated. The model fitting scheme will be developed to
handle an arbitrary frequency dependent structural hysteriesis. This i
s followed up with the results of benchmark studies which demonstrate
the effectiveness of fitting.
