The QCD trace anomaly motivates the consideration of a low energy glueball-
gluon coupling phi G(mu upsilon)(alpha)G(alpha)(mu upsilon). We point out t
hat this should constitute the leading kinetic term for the gluons at low e
nergies. Anti-screening of the gluons by the glueball then induces a classi
cal Coulomb potential of color charges which increases at large distances s
imilar to r(1/3) and motivates the inclusion of a corresponding term in the
inter-quark potential.
