The article describes the use of non-state actors in Norwegian foreign poli
cy especially private humanitarian organisations after the dissolution of t
he Cold War. The Norwegian Ministry of Foreign Affairs' fragrant use and ve
ry close co-operation with major Norwegian humanitarian organisations is th
e central part of the "Norwegian Model". This is a type of co-operation whi
ch goes back to the establishing of Norwegian foreign aid in the 1960s. The
article gives an insight into the model's three institutional elements. Th
e first is the two stand by systems, The Norwegian Emergency Preparedness S
ystem (NOREPS) and The Norwegian Resource Bank for Democracy and Human Righ
ts (NORDEM). The second element of the "model" is the different Norwegian i
nitiatives for conflict resolution around the world, the Middle-East peace
process being the most famous one. The third element is the humanitarian ai
d work in conflict and/or disaster areas.
