Abstract
The article argues that a new development doctrine in the Norwegian aid dis course has been established, which has included a redefinition of the sover eignty of the recipient states in order to enable implementation of a botto m-up development process. Sovereignty now resides in the people, who are as sumed through this to be able to lead the development process themselves. T he problem is that this assumption implies a confusion of the means and goa ls of intentional development, where the aim is assumed to be present at th e onset of the process. This implies that the people have actually reached the status known as developed, because otherwise they will not have the abi lity to evaluate the past in order to see the aims of the intentional devel opment process, a process all plans for intentional development are based o n. This means that the idea of trusteeship, which every development doctrine r ests upon, has been reproduced in the Norwegian discourse with Norway as th e trustee who can raise above the ignorant and corrupt to see the aim of th e intentional development process.
