Given an arbitrary Wigner distribution it is shown that by shifting it in a
well-defined manner on a lattice in the phase plane one obtains a set of W
igner distributions which can be used for expanding any other Wigner distri
bution. For some particular class of functions, this set of Wigner distribu
tions is orthogonal. The notion of such sets of distributions is extended t
o include frames on discrete lattices in phase plane.
